Rio Grande water by way of the canals
Mission does not pump straight from the river into its plants. Raw water is diverted from the Rio Grande into canals run by irrigation districts, including the United Irrigation District and Hidalgo County Irrigation District No. 19, and flows to city reservoirs before treatment. The city operates two plants, the North plant rated around 17.5 million gallons a day and the smaller South plant around 8 million, and it has been planning a third to keep up with growth.
That river water is hard and mineral-rich, and dissolved solids climb during drought years when flows from Falcon and Amistad reservoirs drop. The result in a Mission heater is chalky scale on the tank floor and on electric elements, plus crusty deposits inside tankless heat exchangers. A tank in a 1980s ranch house near Bryan Road can lose a noticeable chunk of its capacity to scale within six or seven years if nobody drains it.
Water rights in the Valley are tied to agriculture, and Mission has secured part of its supply through irrigation district contracts. During severe drought the city has asked for conservation. Those years tend to bring harder water and more frequent element failures in electric tanks.
Grove-side homes, Sharyland and winter Texan parks
Older Mission neighborhoods close to downtown and Conway Avenue have modest frame and concrete block homes from the mid twentieth century, where the heater may sit in a laundry room, an outside closet or a small shed against the back wall. Exterior closets are common in the Valley because freezes are rare, and they keep heat and combustion fumes out of the house.
The Sharyland Plantation area, the Cimarron Country Club neighborhood and the subdivisions along Shary Road and Inspiration Road are newer, built on slabs with heaters in attached garages or attics. Many of these homes have 50-gallon gas tanks or tankless units, and some larger two-story houses run two heaters.
Mission also has a large number of RV resorts and manufactured home parks along Business 83 and Expressway 83 that fill with winter Texans from the Midwest and Canada between November and March. Manufactured homes use compact heaters, often 30 to 40 gallons, installed in a small closet with an exterior access door. Those heaters sit unused through the summer heat and frequently fail when the owners return in the fall and turn them back on.
Valley heat, hurricanes and the rare freeze
Mission summers bring day after day of temperatures near or above 100 °F, and attics and exterior closets get extremely hot. Gas controls, plastic parts and wiring age quickly in that heat. Relief valves set off more often when a tank in a sun-baked closet overheats, and an exterior closet with no shade can be one of the hottest spots on the lot.
Tropical weather is the bigger hazard: Dolly soaked western Hidalgo County in 2008, Hanna did it again in 2020, and the June 2018 storms flooded streets across the area. Heaters in garages or outdoor closets that took on water need a plumber's inspection before use. The February 2021 freeze was a rare shock that broke exposed lines on outdoor heater closets and in manufactured homes across Mission.
The problems plumbers see most in Mission
- Scale-coated electric elements in tanks fed by hard river water.
- Fall startup failures in winter Texan homes where the heater sat idle all summer.
- Heat-damaged gas controls in unshaded outdoor closets.
- Leaking tanks in manufactured homes where a small closet hides the drip.
- Flood-soaked burners after tropical storms in low-lying neighborhoods.
- Clogged tankless units that have never been flushed since installation.
What water heater work costs in Mission
| Job | Typical Mission range | Notes |
|---|---|---|
| Thermocouple or pilot repair | $130–$270 | |
| Electric element or thermostat | $135–$300 | Scale often the cause |
| Gas control valve | $330–$560 | |
| Flush and drain valve replacement | $110–$230 | |
| Manufactured home heater replacement | $900–$1,900 | Special units cost more |
| 40–50 gallon gas tank replacement | $1,200–$2,600 | Permit and haul-away |
| Tankless installation | $2,900–$5,300 | Gas and venting vary |
Mission plumbing labor runs cheaper than San Antonio or Austin rates, so most repairs here land lower. A manufactured home heater with a side door access, an attic install in a Sharyland two-story or a call during the November rush of returning winter Texans can push a quote up.
Permits and plumbing licenses in Mission
Inside Mission city limits, a heater swap generally goes through the city's building inspection office for a plumbing permit, and an inspector later looks at the discharge line, venting, gas or electrical hookup and pan. RV parks and manufactured home communities may have additional rules from park management, and homes outside the city in unincorporated Hidalgo County follow county requirements.
Texas licenses plumbers statewide, and TDLR has been absorbing the work of the old examiners board. Winter Texans hiring a local plumber for a park model or manufactured home should confirm the license on the state lookup and get the price in writing before work begins.
AEP Texas, Texas Gas Service and fuel choices
Mission is in the deregulated Texas electric market. AEP Texas maintains the lines and meters, and each household signs with a retail electric provider of its choosing. Some rural edges are served by Magic Valley Electric Cooperative instead. Natural gas comes from Texas Gas Service, and many homes south of Expressway 83 and in Sharyland have gas, while numerous manufactured homes and older houses rely on electric tanks.
With inlet water warm most of the year, a heat pump water heater works especially well in a Mission garage, and it pulls heat and humidity out of the space. Gas tanks recover fast and suit larger families. Tankless units are convenient but need regular descaling on river water. Retail providers and utilities have offered efficiency incentives at times, so ask about any current programs.
Getting a seasonal heater ready
Winter Texans can avoid most fall surprises by shutting off the heater, closing the cold supply and draining the tank before leaving in spring. In the fall, refill completely, open a hot faucet until air stops sputtering and only then restore power or light the pilot. Turning on an electric tank while it is empty burns out the upper element in seconds, which is one of the most common calls in Mission parks in November.
Year-round residents should drain a few gallons every six months to pull out scale. If an electric tank keeps tripping or runs cold, the culprit is usually a scaled element or its thermostat. A rusty tank leaking from the base on river water usually needs replacement.
Around Mission
McAllen to the east has its own public utility and permit office. Palmview, Alton, Peñitas and La Joya to the west run separate permit desks, with a lot of households on Agua SUD water. Parts of the Sharyland area are served by Sharyland Water Supply Corporation rather than the city. Pharr and Edinburg run separate water and building departments.
Water heater questions from Mission
Where does Mission tap water come from?
The Rio Grande. Irrigation district canals carry river water to city reservoirs, and the North and South plants treat it.
Why does my heater crackle so loudly on Mission water?
River water is hard, and scale collects on the tank bottom. Steam bubbles forming under that layer cause popping. Flushing usually quiets it.
I just got back for the winter and the heater won't work. What should I check?
Make sure the tank was refilled before powering it. If an electric tank was turned on dry, the element likely burned out and needs replacement.
Who supplies electricity and gas in Mission?
AEP Texas delivers power while you choose a retail provider. Texas Gas Service supplies natural gas.
Is an outdoor heater closet allowed in Mission?
Yes, they are common in the Valley. The closet should have proper ventilation, a relief valve line and protection from flooding.
Does a manufactured home need a special water heater?
Often. Many use units designed for manufactured housing with specific venting and access, so check the label before buying a replacement.
