Water and climate
Portland's Bull Run supply and much of the Willamette Valley's water is very soft, so scale is rarely an issue but anode rods wear faster. Bend and other central Oregon cities rely on groundwater and face colder winters at higher elevation, which slows tank recovery. Ice storms periodically knock out power west of the Cascades, stopping tankless and heat pump heaters.
Licensing, permits and costs
Oregon licenses plumbers through the Building Codes Division, and contractors also need a Construction Contractors Board license. Cities and counties issue permits for water heater replacement, and inspectors check seismic straps. Repairs in Oregon generally fall between $150 and $650, with a gas tank replacement often between $1,700 and $3,500. See water heater replacement for details. The Energy Trust of Oregon has offered incentives on heat pump water heaters.
