What makes DC different
DC's licensing and permits are handled by the District itself: plumbers are licensed through the Board of Industrial Trades, and permits come from the Department of Buildings. Water comes from the Potomac River through the Washington Aqueduct. The housing stock, dominated by rowhouses with basements, shapes almost every job.
Read the Washington, DC page for water, common problems, prices and the venting issues specific to rowhouses.
