Sacramento River water plus city wells
Redding has held rights to Sacramento River water since a private company began serving the town in the 1880s, and the city took over that system in 1941. Today the City of Redding Water Utility treats river water at surface water plants, the Buckeye Water Treatment Plant among them, and pumps the rest from wells in the Redding groundwater basin. Over the decades the city absorbed the Buckeye, Cascade and Enterprise water districts, which is why the east side still leans on wells while most of the west side drinks river water.
The river below Keswick Dam carries snowmelt and rain off the Trinity and Shasta watersheds and is naturally low in hardness minerals. Homes on that supply see modest scale over a tank's life. Wells are a different story in parts of Enterprise and east Redding: groundwater there can be harder, and some wells need treatment for iron and manganese, such as the greensand filtration the city has planned at its Well 12 site. When those metals slip through, they leave brown sediment in the tank and rusty-looking hot water even when the heater itself is fine.
Recent pump station work lets the utility move more river water east, which reduces reliance on wells in that part of town. Your actual mix depends on location and season; Redding's yearly consumer confidence report lists sources and test results.
Redding homes and where the heater sits
Much of Redding's housing went up between the 1950s and the 2000s as the city spread out from downtown and across the river. Older blocks near Downtown and in Parkview have small ranch houses and bungalows with heaters in an attached garage, a laundry porch or an exterior closet. Enterprise, east of the river, has large tracts of 1970s through 1990s homes with garage heaters, and newer subdivisions in the Shasta View and Canby corridors follow the same pattern.
West Redding's hillside neighborhoods, from Lake Redding along Buenaventura Boulevard and out toward Keswick, mix custom houses with manufactured homes. Manufactured homes often use a narrow heater in an exterior closet designed for that specific purpose, and replacements have to be rated for manufactured housing. Some hillside homes put the heater in a crawlspace or under-deck closet, where access in 110-degree weather is miserable work.
Extreme heat, fire and what it means for heaters
Redding is one of the hottest cities in California. July and August highs commonly sit between 100 and 110 degrees, and attached garages can top 120. Heat does not hurt a tank directly, but it cooks plastic drain valves, dries out rubber gaskets and wears down the electronics in modern gas controls. It also pushes tank pressure up, which is one reason relief valves drip more in summer here than anywhere else in the north state.
The Carr Fire in July 2018 started near Whiskeytown and burned into west Redding, destroying more than a thousand homes, including many in the Lake Keswick Estates and Mary Lake areas and in Keswick itself. Rebuilt houses there now carry current-code heaters, often tankless gas or heat pump units. Homes that survived but sat in smoke and heat for days sometimes developed problems later, from warped vent connectors to sticky gas valves, and inspectors still see fire-era repairs that were done in a hurry.
Wildfire season also means Public Safety Power Shutoff events and smoke days. Gas heaters with standing pilots keep working during an electric outage, while power-vented and electronic-ignition models do not.
The problems plumbers see most in Redding
- Dripping relief valves in hot garages where summer pressure spikes meet a closed system with no expansion tank.
- Failed gas controls and igniters baked by 120-degree garages; more on that in our gas valve troubleshooting notes.
- Brown or rusty hot water from iron and manganese sediment in tanks fed by east-side wells.
- Brittle plastic drain valves that crack or will not seal after years of heat.
- Manufactured-home heaters in exterior closets that need a specific rated replacement.
- Outages during PSPS shutoffs on electric and power-vent heaters, prompting calls about backup options.
Water heater prices in Redding
| Job | Typical Redding range | Notes |
|---|---|---|
| Pilot, thermocouple or igniter repair | $150–$290 | |
| Gas control valve | $350–$600 | Parts may take a day |
| Relief valve and expansion tank | $175–$425 | Common summer call |
| Electric element or thermostat | $160–$350 | REU-served electric tanks |
| Tank flush and anode check | $125–$250 | |
| 40–50 gallon gas tank replacement | $1,500–$3,200 | Permit and strapping included |
| Tankless or heat pump install | $3,200–$6,200 | Electrical or gas upgrades vary |
Redding labor rates run below the Bay Area and Sacramento, though distances add travel time for jobs out in Palo Cedro, Bella Vista or the far west hills. Manufactured-home units and crawlspace installs cost more because of the parts and the access.
Licensing and Redding permits
Hire only a Redding contractor whose CSLB record lists the C-36 plumbing classification as active. Warnings about unlicensed contractors chasing rebuild work followed the Carr Fire, and the lesson still applies: verify the license and its bond on the CSLB site.
Within city limits, the Building Division of Redding's Development Services Department issues water heater permits and inspects seismic strapping, the relief valve line, venting and gas connections. Homes outside the city in Shasta County unincorporated areas go through the county's building office instead, and Anderson and Shasta Lake run their own.
Redding Electric Utility, PG&E and heater choice
Redding is unusual in that the city owns its electric company. Redding Electric Utility serves homes inside the city, and its residential rates have tended to compare favorably with PG&E electric service elsewhere in the region. Natural gas comes from Pacific Gas and Electric, which handles gas leak calls, while REU handles electric service. Smell gas? Get out first, then phone PG&E's emergency line from the yard.
That rate picture makes heat pump water heaters attractive in Redding, and REU has offered rebates for efficient electric appliances at times. A heat pump unit in a hot Redding garage actually works very efficiently in summer, pulling heat from the air and cooling the space a little. In winter, when garage temperatures drop toward freezing on clear nights, efficiency falls and the backup elements carry more of the load.
Repair or replace in Redding
Tanks on Redding's river water often last 10 to 13 years, a bit longer than in hard-water cities, while those on well water or in the hottest garages tend to fail sooner. A heater under eight years old with a bad igniter or valve is worth fixing. One past twelve with a corroded bottom seam or a puddle underneath should be replaced; this replacement walkthrough helps with sizing.
Flush the tank yearly if you see sediment or brown water, and have a plumber look at the relief valve each spring before the heat arrives.
Around Redding
Anderson, a few miles down Interstate 5, operates a separate municipal water system and handles its own building permits. Shasta Lake to the north runs its own city electric and water utilities. Palo Cedro and Bella Vista to the east rely heavily on private wells, which bring their own scale and iron issues, and fall under Shasta County permits. Cottonwood farther south is served by a local water district.
Water heater questions from Redding
Where does Redding get its water?
From the Sacramento River, treated at city plants, and from city wells in the Redding groundwater basin. East-side neighborhoods have historically relied more on wells.
Why is my hot water brown in Enterprise?
Iron and manganese from well water can settle in the tank and stir up when hot water runs. A flush often clears it.
Does summer heat damage water heaters in Redding?
It shortens the life of controls, valves and gaskets, and raises tank pressure. An expansion tank and a good relief valve help.
Who provides electricity and gas in Redding?
Redding Electric Utility, owned by the city, supplies power. PG&E supplies natural gas.
Will my water heater work during a PSPS shutoff?
Standing-pilot gas tanks usually keep heating. Electric, heat pump and power-vent gas models stop until power returns.
My home was rebuilt after the Carr Fire. Does the heater need special care?
Not special, but tankless units need routine descaling and heat pump units need clean filters. Follow the manufacturer's schedule.
Who issues water heater permits in Redding?
The city's Development Services Department, Building Division, for addresses inside city limits.
