Hetch Hetchy and the Westside Basin
Unlike many Peninsula cities that buy all their water from San Francisco, Daly City runs its own water utility and supplements its SFPUC purchases with wells. The imported share is mostly Sierra snowmelt from Hetch Hetchy Reservoir in Yosemite, carried across the Central Valley and around the bay by pipeline. The local share comes from the Westside Basin, a groundwater aquifer that underlies the coastal strip from western San Francisco through Daly City, Colma and down toward San Bruno.
The two sources behave differently in a water heater. Hetch Hetchy water carries very little calcium, and on its own it barely leaves a trace in a tank. Westside Basin groundwater is noticeably harder, so the blend Daly City delivers is moderate and changes with how much each source contributes in a given season or year. Owners who have tankless units notice the difference most, since a heat exchanger running on the harder blend needs descaling more regularly than one on pure Hetch Hetchy water.
SFPUC disinfects with chloramine, which can soften rubber washers, flapper seals and some older plastic dip tubes over time. It is not a reason to worry about the water, but it helps explain why gaskets and valve seats inside Daly City heaters and fixtures sometimes give out before the tank itself does.
Garages under the living room
Much of Daly City was built fast after World War II. Henry Doelger's Westlake, begun around 1950, set the pattern: attached homes with a garage at street level, living space on the floor above, and the water heater and forced-air furnace side by side at the back of the garage. Serramonte followed in the 1960s with a similar layout on a larger scale, and Crocker, St. Francis Heights, Southern Hills and Westlake Highlands all have their own version of the arrangement.
Placing the heater in a ground-floor garage under the main rooms has advantages, since there are no stairs to haul a tank up or down. It also has drawbacks. The flue usually rises through the house to the roof inside a narrow chase shared with the furnace vent, and that chase is hard to inspect or reroute. Garages are often packed with storage, laundry and sometimes an added bedroom or in-law unit, which crowds the heater and starves it of combustion air.
In converted garages, the heater may end up enclosed in a small closet. A closet that lacks the required combustion air openings or that has had a door weather-stripped shut can lead to a lazy yellow flame, soot and a pilot that keeps going out.
Fog, salt and corrosion
Daly City is one of the foggiest places in the continental United States, and summer is often the grayest season. Incoming cold water stays in the 50s, so a heater works roughly the same hard shift in August as it does in January. That steady load helps tanks reach recovery limits sooner in households with several adults showering each morning.
Salt-laden moisture blowing in off the ocean is the bigger enemy. Vent caps, galvanized flue pipe, gas connector fittings and the bottom edge of the steel jacket all corrode faster in the western neighborhoods closest to Skyline Boulevard and Lake Merced. Plumbers routinely find rusted draft hoods and crumbling vent sections on heaters that are otherwise working. Garage doors left open on damp days only add to it.
The San Andreas fault runs just offshore and comes ashore near Mussel Rock at the city's southwest edge. With the fault this close, a Daly City heater needs its two straps and a flexible gas line without exception, and older installations should be checked to make sure both straps are fastened into wall studs and not just into plaster.
Most common Daly City heater problems
- Rusted vent caps and draft hoods on the ocean side of Westlake and Serramonte.
- Pilot outages and poor combustion where garage conversions have boxed the heater in.
- Running out of hot water in multigenerational households on a 40-gallon tank and cool inlet water.
- Worn rubber seals and valve seats inside heaters and fixtures served by chloraminated water.
- Leaks into a garage-level in-law unit where a tank fails next to finished living space.
- Scaled tankless heat exchangers in homes receiving more Westside Basin groundwater.
Daly City repair and replacement prices
| Job | Typical Daly City range | Notes |
|---|---|---|
| Thermocouple, pilot or igniter | $175–$340 | |
| Gas control valve | $450–$725 | |
| Vent cap, draft hood or flue section | $225–$650 | Roof access can add cost |
| Combustion air openings for a closet | $250–$600 | Common after garage conversions |
| Tankless descale and service | $200–$375 | |
| 40–50 gallon gas tank replacement | $2,100–$4,100 | Permit, straps and disposal |
| Tankless conversion | $4,800–$8,500 | Gas line and new vent route |
San Mateo County labor runs close to San Francisco rates. Corroded flue sections that have to be replaced up through the house, tight garages crowded by conversions, and street parking on steep blocks are what tend to push a Daly City quote higher.
Permits and licensing
Daly City's Building Division, part of Economic and Community Development at City Hall on 90th Street, issues the permit for a heater replacement. The inspector walks through the gas connection, the vent all the way to its roof termination, both straps, the T&P discharge line and the combustion air supply for heaters closed into a room. Broadmoor, an unincorporated pocket surrounded by Daly City, falls under San Mateo County's building department instead.
Any Daly City heater job above $500 legally belongs to a contractor holding a CSLB license, usually the C-36 plumbing class. Confirm the license number online before work begins, and keep the finaled permit with your house records for a future sale.
Electric options under Peninsula Clean Energy
PG&E supplies gas and delivers electricity to Daly City homes, while Peninsula Clean Energy, the county's community choice program, is the default electricity provider. Heat pump water heaters have become a common topic as San Mateo County cities push electrification, and Peninsula Clean Energy and California programs have put rebates toward them at times.
A heat pump unit works by drawing heat from surrounding air, and a cool fog-belt garage gives it less to work with than a garage in the inland valleys. It still works, but it will lean on its backup element more often, and it is best sized a step larger than a gas tank would be. Electrical panel capacity in 1950s Westlake homes is another limit worth checking before committing.
Repair or replace in the fog belt
If a Daly City tank has not yet reached its ninth or tenth birthday, paying to replace an igniter, thermocouple or gas valve normally makes sense. Once the jacket bottom is rusting, the vent is crumbling and the tank is past a decade, replacement saves money in the long run. Because so many heaters here now sit beside finished living space, a slow leak is worth treating as urgent.
Around Daly City
Colma is a tiny town with its own permit counter and a mostly commercial footprint. Pacifica to the south is served by the North Coast County Water District. South San Francisco gets its water from Cal Water, while San Bruno runs its own water utility and also draws on the Westside Basin. Brisbane sits on the bay side with a separate city building department.
Water heater questions from Daly City
Who supplies Daly City's water?
The city's own water department, which buys Hetch Hetchy water from the SFPUC and blends it with groundwater from local wells.
Why is my vent cap so rusty when the heater is fairly new?
Salt-laden ocean air corrodes metal quickly on the west side of town. Replacing the cap and exposed flue sections is a routine repair.
My garage was converted to a bedroom. Is the heater still allowed there?
Often yes, but it needs proper combustion air, clearance and sometimes a sealed closet. A plumber can check it against code.
Why does my tank run out faster in summer than my friends inland?
Fog-belt inlet water stays cool all year, so there is no summer boost. A larger tank or a recirculation timer can help.
Does Daly City require a permit for a new heater?
Yes. The city's Building Division issues it. Broadmoor addresses go through San Mateo County.
Can a heat pump water heater cope with a foggy Westlake garage?
It will, but less efficiently than in a warm garage. Size it generously and check that your panel can handle the circuit.
